The mission of Citizens Property Insurance is to provide insurance coverage for property owners who cannot find coverage in the private market. The state-run insurer has 1,100 employees with offices in Tallahassee and Jacksonville and revenue of just under $1 billion. Gilway became CEO about eight years ago; since then, the company has reduced its customer base from more than 1.5 million customers, 23% of the Florida market, to 440,000 customers.
