OUC is the second-largest municipal utility in Florida and the 14th-largest in the U.S., with more than 1,200 employees. The utility has about 400,000 customers in Orlando, St. Cloud and unincorporated parts of Orange and Osceola counties.
Bullock is a second-generation OUC employee. His father was an OUC line technician. Bullock’s OUC career began more than 30 years ago as a summer intern. He joined OUC’s leadership team in 2006 as vice president of strategic planning and has been general manager and CEO since January 2018.
An Orlando native, Bullock previously led OUC’s electric and water delivery operations, including engineering, construction, maintenance and operations of the transmission and distribution systems. During his years at OUC, Bullock has overseen customer relations, sustainability, strategic planning and conservation and renewable energy.
He graduated from the University of Central Florida with a bachelor’s degree in marketing and management information systems and has an MBA from Rollins College.
